The email release notification might apply to your requirement for password rotation. Release notification applies to user who have checked out the managed account and then release it after its use. Logically when the managed account is release a password rotation would occurs. There are other methods available for next change date and password update where you can make use of analytics and reporting to configure the report to be sent out to an email address for specific accounts on a schedule.

Does this mean user has to login and check Managed account first and when user logs out then the notification be sent? Is there any specific email template used for this notification?

I was able to find the report that can be used for this. But when I am trying to subscribe the report, I see the option for ‘Please Choose a Report Delivery Option’ » Deliver the report through email is disabled and only option available is ‘Deliver the report to shared folder’. Is there any settings/configuration that I have to change to make both options enabled?
Yes, when a user request for a password or remote session (RDP/SSH) for a duration, the release happens when the user perform a check-in/release to the request or when the duration is up. You can refer to this KB article to configure the email templates.
