One PAM user (requestor) is having concurrent 3 applications with one functional account.

That depends on your RDS license type. If your using per user or per device.
Per User
Each user needs a license to connect to an RD Session Host from any device.
Per Device
Each device that accesses RDS needs a license,
If using per user that would be each unique user starting a session would require a license. If using functional accounts it would be the number of unique Functional Accounts you have configured to launch applications. If no functional account is specified and managed accounts are used, each unique managed account used to launch sessions would require a license.
If using per device licensing it would be the total number of Password Safe appliances or resource brokers for PS Cloud that would each need a client access license.
How can we confirm the functionnal account is able to launch application at many time? I can see that its disconnect when another user launch application. What is the correct behavior? Each user should have his functionnal account?

By default remote desktop limits users to a single session but that setting can be controlled by a registry key.
On your RDS Server go to Start and type regedit
browse to the following registry key
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\TerminalServer
If the DWORD fSingleSessionPerUser value doesn’t exist or is set to 1 it will limit users (Functional Account) to a single session at a time.
To allow the Functional account to start multiple sessions at a time create a DWORD value named fSingleSessionPerUser and set to 1 and reboot the RDS server.
Sorry set fSingleSessionPerUser to 0 to allow the functional account multiple logins.
