Unable to Download Files During BeyondTrust PRA Session

This is controlled in Session policies, and quite a common configuration to avoids copying files off from systems.

thanks for the hint regarding the session policy!

I found the root cause. It was indeed related to the Session Policy. The Clipboard Synchronization Direction setting was not configured correctly. Since clipboard synchronization from the endpoint back to the user was not allowed, I could upload files but not transfer files from the remote system to my local machine.

After changing the setting to "Allowed in Both Directions", the file transfer worked as expected.
