Does EPM-W support installing agents on non-domain joined machines?

Currently, they use local personal accounts to login to the system -how to apply the policies to these specific users?

it's fully supported. In the policy, You just need to set the workstyle filter to be for the “users” group. This way, any standard user accounts would have a policy apply. Anyone who is in the local administrators group would need to be removed from that group and have their account only in the users group.

You can use the PMC Package manager with PM cloud to deploy out the adapter and agent without the need to have any other systems such as AD, Intune, PDQ SCCM etc. so it will work fine on machines that are standalone non-domain machines.
