Can you also confirm how you performed the upgrade and if you were installing the update manually (rather than via Package Manager) that you included the IC3MODE=1 parameter? You can check the Registry to see whether the ‘PolicyEnabled’ key, under HKEY_LOCAL_MACHINE\SOFTWARE\Avecto\Privilege Guard Client, contains the ‘WEBSERVICE’ value to confirm.
The refresh policy option is only available when the agent is configured to be managed by PM Cloud and BeyondInsight, so if it has been installed with it’s default options, this can be one reason why it is not visible.
Finally, have you rebooted the machine as a troubleshooting step? A reboot is not actually required for as part of the upgrade process, but it would cause the application which presents the tray icon (PGSystemTray.exe) to reload and read the agent configuration which determines its behavior. As an alternative you can manually terminate this process and re-launch from the agents install directory to achieve the same outcome.
As Paul has mentioned this is likely to do with ‘PolicyEnabled’ key, under HKEY_LOCAL_MACHINE\SOFTWARE\Avecto\Privilege Guard Client, not containing the ‘WEBSERVICE’ value.
This value is needed to apply policies from your PM Cloud instance.

But in order to refresh the policies , you can use command line utility as well .
Just open command prompt and traverse to C:\Program Files\Avecto\Privilege Guard Client location adn from there use this command to update or refresh the policies over the endpoint:
EndpointUtility.exe /pmc /p - will update the policies as system tray does.
